Program Dashboard Definitions

Cost of Living (COL)

The Cost of Living Index (COLI) is published by The Bureau of Labor Statistics (BLS), comparing the cost of living in a major city to a corresponding metropolitan area. The COLI for each Zip Code was converted to a monetary value and adjusted to remove the rent cost component for this model.

Income Data

Income data is based on the most recently published HUD 60% AMI max income limit per household size.

Market Rent Data

Market Rent data is based on published Zillow Market Rent Trends research data per unit size in each Zip Code.

Fair Market Rent (FMR)

Fair Market Rent is the 40th percentile of gross rents for a standard-quality unit in a metropolitan area.  The dashboard values are based on the most recently published HUD 2024 Fair Market Rents.

Admin Cost %

The Administrative Cost field on the dashboard allows you to include estimated internal overhead cost for your organization to manage your program as a percentage of the overall budget.

Replacement Goal %

The Replacement Goal field on the dashboard allows you to enter a percentage of your monthly budget that your organization can set a goal to raise in order to sustain your program for additional months beyond your original budget.

The U.S. Department of Housing and Urban Development (HUD) defines affordable housing as housing that a household can afford by spending no more than 30% of their income.

Rent Affordability Ratio > 30% = Not Affordable
Rent Affordability Ratio < 30% = Affordable
