General Pilot Program Guidelines

Guidelines can be customized for your organization.

• We track enrolled participants' household and financial data for 12 or more months and provide you with free access to our Case Manager data portal.
• Families receive monthly rent credits tied directly to verified cost-of-living purchases such as groceries, fuel, childcare, healthcare, utilities, education, etc.
• Credits are performance-based and applied in real time through our Rent Rewards platform.
• We encourage participant enrollment in a Savings Match Program for households that build consistent savings, plus bonuses for credit score improvements. (*Savings match funds to be provided by United Way.)

Participant Eligibility

Eligibility criteria can be customized for your organization.

• Household earnings between 60–80% of Area Median Income (AMI).
• At least one legal guardian of a minor child under 18.
• A 12-month checking account history with direct deposit.
• An active savings account or willingness to open one.
• Willingness to securely link financial accounts for tracking.
• Not currently receiving other housing subsidies.
• Commitment to baseline and follow-up surveys, assessments, and credit pulls.

Data Analysis and Evaluation

• Quantitative data: rent burden, income, credit score, savings levels, and verified spending trends.
• Qualitative data: participant surveys, case manager check-ins, and interviews that capture lived experience and feedback.
• Outcome measures include reduced rent burden, improved credit, increased savings, fewer late rent payments, and positive steps toward financial independence such as education enrollment, entrepreneurship, or investment.

Program Timeline

• Months 1–3: Participant enrollment, baseline assessments, and setup.
• Months 4–15: Monthly rent credits, savings matches, continuous data collection and reporting.
• Months 16–18: Final assessments, exit interviews, and comprehensive reporting.
